Maahanmuuton laadusta laaja tutkimus

Cambridge University Pressin julkaisemassa lehdessä on laaja tutkimus maahanmuuttajien äo-tasosta. Kiitos filosofian tohtori J. Sakari Hankamäelle linkistä. Tutkimus on vuodelta 2014.

Jos onnistuneen maahanmuuttopolitiikan mittarina halutaan pitää maahanmuuttajien laatua, Kanada on maahanmuuttopolitiikan suuri onnistuja ja mm. Suomi maahanmuuttopolitiikan suuri häviäjä. Kanadassa maahanmuuttajien äo on vain 1.4 pistettä kantaväestön äo:ta alempi, Virossa 3.6 pistettä, Ruotsissa 6.5, Tanskassa 7.2 ja Suomessa 8.3.

Kuvassa mustat maat ovat niitä, joissa maahanmuuttajien äo on selkeästi kantaväestöä alhaisempi, siniset niitä joissa maahanmuuttajien äo on kantaväestön äo:ta korkeampi. Musta on Suomen ja Kiinan lisäksi myös Egypti, johon tulee väkeä etelästä. Sinisin lienee Dubai, jossa maahanmuuttajat tekevät pitkälti sekä paskatyöt että kaikki muutkin työt, mutta ovat myös huomattavasti korkeammalla tasolla kognitiivisesti kuin dubailaiset.



Tieto ei tietysti kriittiselle lukijalle tule yllätyksenä. Kanadan maahanmuuttopolitiikka on hyvin valikoivaa - maahanmuuttajien koulutustaso on kantaväestön koulutustasoa korkeampi. Viron sosiaalisten tulonsiirtojen alhainen taso alentaa maan houkuttelevuutta sosiaalishoppailijoille. Ruotsi, Suomi ja Tanska ovat selvästi heikommassa asemassa.

Huomautettakoon, että en ole lukenut tutkimusta vielä kokonaan läpi - kommentoin aihetta mahdollisesti laajemmin myöhemmin. Todettakaan kuitenkin, että lähestymistapa on sama kuin Bell Curve-kirjassa aikoinaan. Suosittelen lämpimästi lukijaa kertaamaan aiemman kirjoitukseni.

Lisäys 1: Tarkemmin sanoen pitäisi ehkä puhua kognitiivisista kyvyistä eikä äo:sta koska tässä mitataan lähinnä PISA-tuloksia. Toisaalta PISA-tulokset ovat tunnetusti hyvin g-latautuneita, joten virhe ei ole suuren suuri. Esimerkiksi Osmo Soinivaara on todennut:

Pisa-tutkimus mittaa jokseenkin samaa kuin nuo älykkyystutkimukset tai kääntäen, älykkyystutkimukset mittaavat jokseenkin samaa kuin Pisa-tutkimus.

Kuka uskaltaa?

Muistan miten silloin kun maahanmuuttokriittinen liike alkoi, vaati rohkeutta sanoa että emme halua tänne muslimeja emmekä afrikkalaisia. Vaati järkeä tuoda esiin perustelut. Vaati rohkeutta ilmaista ajatuksia, jotka olivat melkein kaikkien muiden ihmisten mielestä moraalittomia tai vanhanaikaisia. Poliisi tuli oven taa, jos ilmaisit ajatuksesi joskus hiukan liian kärkevästi. Yhdistyksissä, missä toimit muiden ihmisten kanssa, sait kuulla että et oikeastaan kuulu tänne.  Koit tietysti joskus yksinäisyyttä.

Sittemmin on syntynyt suuria yhteisöjä - kuten Homma Forum - jossa maahanmuuttokriittiset toimivat omiensa kesken. Toisaalta Euroopan viimevuosien tapahtumat ovat niin ilmeisiä osoituksia siitä, että monikultturismi ei toimi, että mainstream-väkikin on menettänyt uskonsa monikultturismiin.

Mukaan on tullut paljon ihmisiä ja sitä mukaa paljon ihmisiä, jotka eivät uskalla ole eri mieltä. Eivät uskalla etteivät menettäisi uusia kavereitaan. Eivätkä rakasta totuutta niin paljon, että uskaltaisivat vaikka pelkäävät. Tarraudutaan tuttuihin maahanmuuttokriittisen liikkeen opinkappaleisiin kuten EU:n turmiollisuuteen niin voimakkaasti, että ei nähdä, että Venäjä on tällä hetkellä suurempi uhka kuin islam ja että meidän on liittouduttava lännen kanssa itää vastaan. Tai jos ollaan jo jonkinlaisessa asemassa liikkeessä, nautitaan siitä että liike on kasvanut ja sitä myötä oma asema.

Samanlaisia ei-uskaltajia on vihreä liike täynnään. Tilanteessa, missä ilmasto lämpenee kovaa vauhtia, ei uskalleta sanoa, että ilmaston pelastamisessa tarvitaan myös ydinvoimaa. Ei uskalleta, koska pelätään että menetettäisiin kavereita. Ei rakasteta niin paljoa tulevia sukupolvia tai edes omia lapsia, että riskeerattaisiin että menetetään kavereita. Ei edes päästetä ajatusta, että nyt tarvitaan ydinvoimaa, aivoihin, koska jo pelkkä ajatus on liian pelottava. Timur Kuran sanoisi että unthinkable on jo ajat sitten muuttunut unthoughtiksi.

Koskeeko uskonnonvapaus wahhabismia?

Onko nykyinen turvallisuuspoliittinen linja huonoin mahdollinen?

Suomi on lähentynyt Natoa ja joittenkin kommenttien mukaan Suomi leimautuu Venäjällä osaksi Länttä. Toisaalta Suomella ei mm. puolustusministeri Niinistön mukaan ole minkäänlaisia turvatakuita miltään järjestöltä. 

Naton korkea-arvoinen upseeri totesi

Suomen ja Ruotsin lähentyneet välit Natoon ovat lisänneet niihin kohdistuvaa sotilaallista uhkaa, joten Natolla on moraalinen velvollisuus tulla Suomen ja Ruotsin avuksi, jos maihin hyökätään. 

– Maiden ei-jäsenyyssuhteet (Natoon) itseasiassa alentavat kynnystä heidän joutumisesta aseellisen aggression kohteiksi. Siksi mielestäni Natolla on moraaliset ja muut syyt tulla apuun näille kahdelle maalle, Helseth sanoi Reutersin mukaan. 


Jos väite lisääntyneestä sotiaallisesta uhasta pitää paikkansa nykyinen keskitien turvallisuuspolitiikka on ehkä huonoin mahdollinen. Edellyttäen nyt, että Suomella ei todellakaan ole mitään salassa sovittuja turvatakuita Venäjää vastaan.

Ajatuskoe

Ajatellaanpa muuten, että tässä tilanteessa Venäjä miehittäisi vaikkapa Lappeenrannan. Natoa ja isäntämaasopimusta vastustavat toteaisivat, että aggressio johtui Suomen vejeilystä Naton kanssa. Ja Naton kannattajat toteaisivat, että aggressio johtui siitä, että Suomella ei ollut turvatakuita. Jos Nato-upseerin analyysi on totta, molemmat olisivat itse asiassa oikeassa!

Syvennetään vielä ajatuskoetta

Jos ajatuskoetta jatkaa, voi ymmärtää, että vaikka toinen malli - X) perinteinen liittoutumattomuuspolitiikka tai Y) Natoon liittyminen olisi sinällään selvästi toista mallia parempi - sekä mallin X) että mallin Y) kannattajien mielipiteet todennäköisesti jyrkkenisivät Venäjän agression takia.

Molemmilla olisi itse asiassa rationaalinen perustelu jyrkentää mielipidettään! Kirjoitin asiasta aiemmin:

Lienette huomanneet tällaisen yleisen ilmiön:

Kun joku juttu (A [ - siis nykyinen turvallisuuspoliittinen malli]) ei toimi [koska Venäjä tekee aggression], ihmiset jakaantuvat usein kahteen ryhmään X ja Y, joista toinen porukka X sanoo että tarvitaan lisää A:ta [yhteistyötä Naton kanssa] ja toinen Y sanoo että tarvitaan vähemmän A:ta. Esimerkkinä A:sta vaikkapa hyvinvointiyhteiskunnan tulonsiirrot tai alkoholipolitiikan liberalisointi tai tiukentaminen. Usein käy vieläpä niin, että mitä huonommin juttu A toimii, sitä voimakkaampi polarisaatio mielipiteiden X ja Y välille syntyy.












Molemmille osapuolille X ja Y on aivan selvää, miten pitää toimia, mielipide vain on päinvastainen. Polarisaatio oli todella kova mm. Britanniassa, kun Thatcher vaati nopeita markkinalähtöisiä reformeja ja Labour vaati lisää sosialismia.

Princetonin Yliopiston tutkija Avinash K. Dixita ja Stockholm School of Economicsin professori Jörgen W. Weibull ovat mallintaneet asiaa matemaattisesti ja osoittavat, että polarisaatio ei välttämättä johdu siitä että ryhmät X ja Y eroaisivat preferensseiltään, älyllisiltä kyvyiltään tai taloudelliselta asemaltaan. Polarisaatio voi edetä myös tilanteessa missä ihmisillä on vain jonkin verran erilaiset etukäteisoletukset siitä mikä on järkevintä politiikkaa.

Tietyillä reunaehdoilla talouspoliittiset kokeilut ja niistä saadut kokemukset johtavat nimittäin ns. Bayesian Updating -prosessin kautta siihen, että ryhmien X ja Y mielipiteet oikeasta politiikasta ajautuvat yhä vain kauemmas toisestaan. Intuitiivisesti johtopäätös on oikeastaan liiankin selvä:

Jos harjoitettua politiikkaa mallinnetaan vaikkapa lukuvälillä 0%,100% ja valittu politiikka tietyllä hetkellä on 50% mikä johtaa todella huonoon tulokseen, henkilö jonka ennakkokäsitys on että sopiva politiikka on noin 40%, tekee johtopäätöksen että 40%:kin voi olla liikaa kun 50%:kin kerran johti näin huonoon tulokseen ja päivittää ennakkokäsityksensä 30%:iin. Vastaavasti henkilö jonka ennakkokäsitys on että sopiva politiikka on 60%, tekee johtopäätöksen että 60%:kin voi olla liian vähän ja päivittää ennakkokäsityksensä 70%:iin.

Tutkijat esittävät kaksi hyvää esimerkkiä:

(i) Suppose country A intervenes militarily in country B, and the result is violence and ethnic conflict in B. This could be happening either because each ethnic group in B supports its own militants to resist A’s forces, and the militants then turn on each other or because A’s forces are not strong enough to maintain law and order. That is, the ideal policy could be either no intervention or a much stronger intervention, and the actual policy may be failing in the respective cases because it is too much or because it is too little.

(ii) Suppose a country is experiencing high unemployment. Those who take a Keynesian view of the world may think this is because monetary policy is too tight, whereas those who take a monetarist view may think that the policy is too loose and that businesses are not hiring because they think that the loose policy will lead to inflation and then to much higher interest rates.


Todellisuus ja matemaattinen mallikin on toki monimutkaisempi. Polarisaation syntyminen riippuu ainakin mielipidejakaumasta ja tavasta, jolla politiikan sisällöstä päätetään. Tutkijoiden mukaan polarisaation hinta on usein kova. Toisaalta polarisaatio ei tällaisessa tilanteessa kestä ikuisesti. Jossain vaiheessa havaintoja erilaisista politiikoista ja niiden menestyksestä tulee niin paljon, että polarisaatio alkaa vähetä. Elleivät polarisaatiota siis ylläpidä muut voimat kuten erilaiset preferenssit.

Ekonomi Timur Kuran tuloerojen kasvusta

Ekonomi Timur Kuran arvioi Foreign Affairs lehdessä tasa-arvon mahdollisuuksia kirja-arvostelussaan Walter Scheidelin kirjasta The Great Leveler. Arvostelussa tulee esiin paljon niitä asioista joista olen aiemmin puhunut, mutta jotain mitä en tiennyt:

1. Sota alentaa yleisesti ottaen tuloeroja dramaattisesti. Scheidel suorastaan väittää, että mikään muu kuin sota ei tuloeroja juuri alennakaan - Kuran tosin suhtautuu asiaan optimistisemmin.

2. Sota murskaa suuren osan monopoleista ja kartelleista ja parantaa näin talouden dynamiikkaa sodan jälkeen ja parantaa kartellien ulkopuolisten ihmisten mahdollisuutta parantaa elämäänsä. Mahdollisuuksien tasa-arvo kasvaa.

3. Vallankumoukset alentavat tuloeroja, jos vallankumoukset ovat verisiä, mutta matalan intensiteetin vallankumoukset eivät sitä tee koska eliitti onnistuu usein palauttamaan valtansa. Esimerkkinä jälkimmäisestä Meksiko.

4. Sodan uhka pienessä maassa - ja erityisesti vaara että osa väestöstä alkaa tukea uhkaavaa naapurimaata - johtaa yhteiskunnallisiin uudistuksiin - kuten maareformiin - mikä alentaa tuloeroja. Esimerkkinä Etelä-Korea ja Taiwan 50-luvulla. Suomi on tietysti kolmas hyvä esimerkki. Suomi teki maareformeja 20-luvulla ja lukuisia yhteiskunnallisia reformeja sodan jälkeen Venäjän uhan takia.

5. Tuloerot ovat alentuneet dramaattisesti maiden välillä mutta kasvaneet maiden sisällä.

6. USA:ssa politiikan polarisoituminen on johtanut siihen, että köyhälistö ei ole onnistunut järjestäytymään ajamaan yhteiskunnallisia uudistuksia. Päinvastoin köyhälistö on onnistuttu saamaan äänestämään oman etunsa vastaisen politiikan puolesta.

7. Uhka vallan siirtymisestä laajoja tulonsiirtoja ajavalle vasemmistopopulistiselle puolueelle/kumoukselle voi saada eliitin muuttamaan politiikkaa ja taipumaan tuloeroja ajavan linjan taakse USA:ssakin. Kerroin itse aiemmin Sarastuksen artikkelissani laajasti siitä, miten USA:n eliitti ryhtyi tällaisiin reformeihin 1900-luvun alussa. Reformeihin kuului mm. maahanmuuton rajoittaminen ja sitä myötä työntarjonnan alentaminen:

1900-luvun alussa amerikkalainen eliitti heräsi yhteiskuntarauhan romahtamiseen viimeistään siinä vaiheessa kun äärivasemmisto otti vallan Venäjällä. Turchin kirjoittaa:
Vuoden 1920 paikkeilla rajoittamattoman maahanmuuton negatiiviset seuraukset alkoivat muuttua ilmeisiksi poliittiselle ja taloudelliselle johdolle. … USA:ssa oli vallankumouksellinen tilanne – eliitti koki että vallankumouksen uhka oli todellinen ja se aiheutti akuuttia epävarmuutta eliitissä.
Massiivinen maahanmuutto kontribuoi kriisin syntymiseen kahdella tavalla – suoraan ja epäsuorasti:
Toisaalta se epäsuorasti loi työn ylitarjontaa. Vaikka työn ylitarjonta oli edullista yksittäisille yrityksille, se johti myös laajoihin väkivaltaisiin työtaisteluihin, jotka lähenivät kansannousuja. Maahanmuutto myös pahensi rotumellakoita, jotka primääristi johtuivat mustien tulosta vapaille työmarkkinoille, mikä loi lisääntyvää kilpailua valkoiselle työvoimalle.
Maahanmuutto johti myös suoraan eliitin turvattomuuden lisääntymiseen. Etelä- ja Itä-Euroopasta muutti maahan italialaisia anarkisteja ja juutalaisia sosialisteja, jotka muodostivat vastaeliitin. Työnantajien lakonmurtajiksi maahan tuomat ulkomaalaiset kieltäytyivät toimimasta tässä roolissa tai siirtyivät jopa lakkolaisten puolelle. Vuoden 1900 jälkeen maahanmuuttajat alkoivat järjestäytyä ja järjestää itsenäisesti lakkoja.
Aluksi eliitti pyrki muuttamaan maahanmuuton lähdemaat Etelä- ja Itä-Euroopasta Pohjois-Eurooppaan, mutta lopulta kongressin maahanmuuttokomitea totesi: “on mahdotonta pitää ulkona vallankumouksellisia ja bolshevikkeja, ellei estä kaikkia tulemasta”.
Eliitti päätti siis tehdä jotain yhteiskuntarauhan heikkenemiselle. Jo paljon ennen 30-luvun New Dealia USA:ssa alkoi uudistusten aika – ns. Progressive Era.
Liberaali Salon-sivusto referoi Turchinin kirjaa ja kuvaa Progressive Eraa aikana, joka yhdisti työväen oikeuksien parantamisen vähemmistöjen yhdenvertaisen kohtelun purkamiseen ja maahanmuuton radikaaliin leikkaamiseen. Progressive Era vapautti markkinoita purkamalla kartelleja, paransi työväestön asemaa, vahvisti sosiaalista vastuuta mutta samanaikaisesti alensi inklusiivisuutta mm. rajoittamalla juutalaisten ja aasialaisten pääsyä yliopistoihin ja ja mustien pääsyä avoimille työmarkkinoille.

What Kills Inequality
Redistribution’s Violent History

World War II devastated the economic infrastructures of Germany and Japan. It flattened their factories, reduced their rail yards to rubble, and eviscerated their harbors. But in the decades that followed, something puzzling happened: the economies of Germany and Japan grew faster than those of the United States, the United Kingdom, and France. Why did the vanquished outperform the victorious? 

In his 1982 book, The Rise and Decline of Nations, the economist Mancur Olson answered that question by arguing that rather than handicapping the economies of the Axis powers, catastrophic defeat actually benefited them, by opening up space for competition and innovation. In both Germany and Japan, he observed, the war destroyed special-interest groups, including economic cartels, labor unions, and professional associations. Gone were Germany’s partisan unions and Japan’s family-controlled conglomerates; the U.S. Teamsters, the United Kingdom’s Society of Engineers, and France’s Federation of Building Industries all survived. A generation after the war, only a quarter of West Germany’s professional associations dated back to the prewar era, whereas a full half of the United Kingdom’s did. Olson’s findings had a disturbing implication: in politically stable countries, narrow coalitions of business lobbies hold back economic growth through self-serving policies, and only a major military defeat or a grisly revolution can overcome the resulting inefficiencies. 

Back when Olson was writing, few economists cared about economic inequality in advanced countries; unemployment and sluggish investment were the problems of the day. To the extent that experts did focus on inequality within countries, they did so with respect to the late industrializers, where migration from poor villages to richer cities was accentuating income disparities. Even there, however, inequality was considered a temporary side effect of development; the economist Simon Kuznets argued that it dissipated with modernization. 

Had Olson considered inequality, he might have noticed that World War II had two other curious economic consequences. First, the devastation reduced inequality—not just in the defeated countries but also in the victorious countries, and even in neutral ones. Second, these reductions proved temporary. Around the 1970s, developed economies started becoming less and less equal, defying Kuznets’ celebrated hypothesis. 

Such puzzles lie at the heart of The Great Leveler, an impressive new book by the historian Walter Scheidel. Scheidel proposes that ever since foraging gave way to agriculture, high and rising inequality has been the norm in politically stable and economically functional countries. And the only thing that has reduced it, he argues, has been some sort of violent shock—a major conflict such as World War II or else a revolution, state collapse, or a pandemic. After each such shock, he writes, “the gap between the haves and the have-nots had shrunk, sometimes dramatically.” Alas, the effect was invariably short lived, and the restoration of stability initiated a new period of rising inequality.

Today, the risk of violent shocks has fallen considerably. Nuclear deterrence has made great-power war unthinkable, the decline of communism has rendered wealth-leveling revolutions unlikely, powerful government institutions have staved off the risk of state collapse in the developed world, and modern medicine has kept pandemics at bay. However welcome such changes may be, Scheidel says, they cast “serious doubt on the feasibility of future leveling.” Indeed, he expects economic inequality to keep rising for the foreseeable future.

The Great Leveler should set off loud alarm bells. Scheidel is right to call on the world’s elites to find ways to equalize opportunities, and to do so before driverless cars, automated stores, and other technological advances complicate the task. The bloody history he recounts suggests that reducing inequality will be difficult, even in the best of circumstances. But he also exaggerates his case; there are reasons to believe that societies can reform without an instigating catastrophe.

THE MARCH OF INEQUALITY

Jumping across civilizations and eras, The Great Leveler finds example after example of periods of rising inequality punctuated by cataclysmic events that suddenly flattened distributions of income and wealth. The range of evidence is breathtaking. Scheidel tracks the distribution of wealth between 6000 BC and 4000 BC through indications of physical well-being, such as skeletal height and the incidence of dental lesions; signs of conspicuous consumption, such as lavish burials; and evidence of entrenched hierarchies, such as temples. He estimates inequality in the Roman Empire by looking at the assets of top officials and influential families, as reported in censuses. He measures Ottoman inequality by turning to records of estate settlements and official expropriations. For premodern China, fluctuations over time in the number of tomb epitaphs, which only the rich could afford, serve as a proxy for the shifting concentration of wealth. Specialists in particular eras and regions will undoubtedly quibble with some of Scheidel’s assumptions, inferences, and computations. But no reasonable reader will fail to be convinced that inequality has waxed and waned across time and space.

Scheidel also seeks to explain what causes inequality. Thomas Piketty, in his best-selling Capital in the Twenty-first Century, answered the question by arguing that the rate of return on investment generally exceeds the rate of economic growth, causing people with capital to get even wealthier than everyone else. Scheidel accepts this mechanism but adds others. The most basic one involves predation. Until recently, the only way to become fabulously rich was to prey on the fruits of others’ labor. Cunning people grabbed power and then accumulated wealth through taxation, expropriation, enslavement, and conquest. They also monopolized lucrative economic sectors, largely for the benefit of themselves and their relatives and cronies. Exercising all this power—and holding on to it—required maintaining a military capable of overpowering challengers, which itself served as an instrument of further predation. In ancient Rome, Scheidel writes, “commanders enjoyed complete authority over war booty and decided how to divide it among their soldiers, their officers and aides who had been drawn from the elite class, the state treasury, and themselves.”

In the modern world, too, authoritarian states with ruling cliques preserve political power and acquire immense wealth through violence; consider China, Egypt, Russia, and Saudi Arabia. Where these differ from premodern states is that they share power with giant private companies. Premodern China had no equivalent of the e-commerce company Alibaba, nor did premodern Egypt have anything like the Bank of Alexandria, one of the country’s largest financial institutions. The owners of such companies include billionaires who have become wealthy without relying on violence (or at least without relying on violence directly, since they may support it indirectly by paying taxes to repressive states). But Scheidel downplays the role that private companies play in creating and perpetuating inequality in modern autocracies, an error that leads him to make unduly pessimistic forecasts about the future. 

Some countries have found ways to reduce inequality without a catastrophe.
Giant corporations also play massive roles in advanced democracies. In these countries, the military and the police are constrained by various institutions, and politicians must maintain popular support to stay in power. But it is one thing for citizens to have the right to boot out a corrupt administration and quite another for them to exercise that right. The U.S. tax system has plenty of loopholes that benefit the wealthiest 0.1 percent of Americans, but the other 99.9 percent, through their choices at the ballot box, have effectively allowed those privileges to persist. Recognizing this oddity, Scheidel suggests that voters act against their own interests because of the power of elites. And so inequality keeps rising—until, that is, a shock sends it back down. 

INEQUALITY, INTERRUPTED

World War II reduced inequality mainly by obliterating assets that belonged disproportionately to the rich, such as factories and offices. As Scheidel notes, a quarter of Japan’s physical capital was wiped out during the war, including four-fifths of all its merchant ships and up to one-half of its chemical plants. Even though France was on the winning side, two-thirds of its capital stock evaporated. The war also depressed financial assets such as stocks and bonds, and it devalued surviving rental properties almost everywhere. In victorious and defeated countries alike, the rich lost a greater share of their wealth than did the rest of the population.

But it wasn’t just destruction that lowered inequality; progressive taxes, which governments levied to fund the war effort, also helped. In the United States, for example, the top income tax rate reached 94 percent during the war, and the top estate tax rate climbed to 77 percent. As a result, the net income of the top one percent of earners fell by one-quarter, even as low-end wages rose.

The mass societal mobilizations that the war required also played a critical role. Nearly one-quarter of Japan’s male population served in the military during the conflict, and although the share was lower in most other countries, nowhere was the number of enlisted men small by historical standards. During and after the war, veterans and their families formed preorganized constituencies that felt entitled to share in the wealth created through reconstruction. In the United States, the Supreme Court put an end to whites-only party primaries in 1944, no doubt partly because public opinion had turned against excluding African Americans who had shared in the wartime sacrifices. France, Italy, and Japan all adopted universal suffrage between 1944 and 1946. The war effort also stimulated the formation of unions, which kept rising inequality at bay by giving workers collective-bargaining power and by pressuring governments to adopt pro-labor policies. Mass mobilization for the purpose of mass violence thus contributed to mass economic leveling.

By this logic, modern wars fought by professional soldiers are unlikely to have a similar effect. Consider the wars in Afghanistan and Iraq: although some U.S. veterans of these conflicts have returned embittered, they constitute too small a constituency to command sustained attention, and few Americans feel compelled to support substantial transfers of wealth to citizens who enlisted voluntarily. 

Revolutions, The Great Leveler explains, act a lot like wars when it comes to redistribution: they equalize access to resources only insofar as they involve violence. The communist revolutions that rocked Russia in 1917 and China beginning in 1945 were extremely bloody events. In just a few years, the revolutionaries eliminated private ownership of land, nationalized nearly all businesses, and destroyed the elite through mass deportations, imprisonment, and executions. All of this substantially leveled wealth. The same cannot be said for relatively bloodless revolutions, which had much smaller economic effects. For example, although the Mexican Revolution, which began in 1910, did lead to the reallocation of some land, the process was spread across six decades, and the parcels handed out were generally poor in quality. The revolutionaries were too nonviolent to destroy the elite, who regrouped quickly and managed to water down the ensuing reforms. In the absence of mass violence concentrated in a short period of time, Scheidel infers, it is impossible to meaningfully redistribute wealth or substantially equalize economic opportunity. 

Indeed, Scheidel doubts whether gradual, consensual, and peaceful paths to greater equality exist. One might imagine that education lowers inequality by giving the poor a chance to rise above their parents’ station. But Scheidel points out that in postindustrial economies, elite schools disproportionately serve the children of privileged parents, and assortative mating—the tendency of people to marry their socioeconomic peers—magnifies the resulting inequalities. Likewise, one might expect financial crises to act as another brake on wealth concentration, since they usually hit the superrich the hardest. But such crises tend to have only a temporary effect on elite wealth. The 1929 stock market crash, which permanently destroyed countless huge fortunes, was the exception to the rule. The crisis of 2008—which most wealthy investors recovered from in just a few years—was much more typical.

Scheidel argues that the democratic process cannot be counted on to reduce inequality, either. Even in countries with free and fair elections, the formation of bottom-up coalitions that support redistribution is rare. Indeed, the poor generally fail to coalesce around leaders who pursue egalitarian policies. Scheidel doesn’t go into much detail about why, but the problem is largely one of coordination. According to the theory of collective action (popularized by Olson, as it happens), the larger a coalition, the harder it is to organize. This means that because of numbers alone, the bottom 50 percent will always have a harder time mobilizing around a common goal than will the top 0.1 percent. It’s not just that the incentives to free-ride are larger in big groups; in addition, priorities within them can be more diverse. Most Americans agree on the need for education reform, but that majority disagrees hopelessly on the details. 

Yet another obstacle to reform lies in efforts to discourage the bottom 50 percent from mobilizing. Across the world, elites have promoted ideologies that focus the poor’s attention on noneconomic flash points, such as culture, ethnicity, and religion. They also spread conspiracy theories that attribute chronic inequalities to evildoers, real or imagined. Today’s populist politicians—both the right-wing and the left-wing varieties—demonize particular groups, thereby deflecting attention from genuine sources of economic inequality. For U.S. President Donald Trump and France’s Marine Le Pen, it is immigrants; for U.S. Senator Bernie Sanders and France’s Jean-Luc Mélenchon, it is corporations. Even elites who disavow populism deflect attention from the real problems. Many American academics, for example, champion affirmative action, which tends to favor the wealthiest minorities and makes no real dent in inequality. Given all these barriers to reform, Scheidel’s pessimism can seem well founded. 

EQUALITY IN PEACE?

But Scheidel’s own narrative also offers cause for hope: as The Great Leveler acknowledges, some countries have found ways to reduce inequality without a catastrophe. In the 1950s, Scheidel reports, South Korea undertook land redistribution in order to mollify its peasants and discourage them from allying with communist North Korea. During the same period, Taiwan, fearing an invasion from mainland China, ushered in similar reforms to consolidate domestic support. Both places thus managed to promote equality peacefully, in order to prevent violence that would have proved far costlier for elites. Scheidel explains away these cases by noting that World War II and the Korean War empowered the masses and softened the elites. Yet he also notes that Mesopotamian rulers from 2400 BC to 1600 BC repeatedly provided debt relief to counter potential instability. Although these resets did nothing to right the structural sources of inequality, they managed to keep economic disparities within bounds.

Scheidel could also have mentioned an instructive case from the Ottoman Empire. From the fourteenth century onward, Ottoman sultans regularly expropriated their subjects, including merchants, soldiers, and state officials. In the empire’s heyday, the sixteenth century, abrogating that privilege would have been unthinkable. But beginning in the late eighteenth century, the economic, technological, and military rise of Europe caused the sultanate to worry that keeping that privilege in place would hold back economic growth, encourage secessions, and set the stage for foreign occupation. And so in 1839, Sultan Abdulmecid I peacefully gave up this privilege, along with several others that Ottoman elites had enjoyed for centuries. A few years later, he reformed the judicial system, setting up secular courts available to people of all faiths as an alternative to Islamic courts, which, by discriminating against commoners and non-Muslims, had long contributed to inequality. 

In all these cases, the beneficiaries of entrenched privileges, recognizing a looming existential threat, chose to undertake reforms. Today’s populist surge does not yet pose a serious threat to the fortunes of the very rich. But if Scheidel’s forecast of ever-worsening inequality materializes, that might change. The trigger could come from, say, a takeover in some G-7 country by radical redistributionists. At that point, elites might form political coalitions to pursue top-down reforms now considered hopelessly unrealistic. In times of peace and stability, as Olson recognized in The Rise and Decline of Nations, elites form self-serving coalitions to increase their wealth. Faced with the possibility of losing all, they might do the same to stave off a more drastic redistribution.

As with any collective action, free-riding could get in the way. Certain superrich individuals might choose to let other elites bear the burdens involved in lessening inequality, such as funding a new bipartisan coalition, and if there were enough free riders, the overall effort would fail. Yet the very nature of rising inequality would lessen the disincentives to cooperate: the more wealth gets concentrated at the top, the smaller the number of people who must get organized to form a movement committed to slashing inequality. In the United States today, there are just over 100 decabillionaires—people with 11-digit net worths; if only half of them formed a political bloc aimed at raising estate taxes to equalize educational opportunities, the effort would likely gain traction. 

There is another reason to scale down the pessimism, and it has to do with the relative salience of various types of inequality. The Great Leveler focuses on inequality within nations, paying little attention to inequality among nations. But the latter is becoming increasingly relevant to human happiness. Just as mass transportation made national disparities matter to people whose frame of reference had previously been limited to their own local communities, so the Internet is heightening the relevance of international disparities. It means more to today’s Chinese, Egyptians, and Mexicans than it did to their grandparents that they are generally poorer than Americans. Technologies that give people in the developing world greater contact with people in the developed world—from video chat to online universities—promise to make such global differences matter even more, thus reducing the significance of the national inequality on which Scheidel focuses.

The good news is that global inequality has lessened dramatically since World War II, even as income and wealth have become more concentrated within individual countries. With economically underdeveloped countries growing more rapidly than developed countries—in large part thanks to falling trade barriers in the developed world—the gaps between people in different countries has narrowed. As late as 1975, half of the planet’s population lived below today’s poverty line of $1.90 a day, which the World Bank considers extreme poverty. That proportion has now fallen to ten percent. Countries that entered the early stages of industrialization just a few decades ago, from India and Malaysia to Chile and Mexico, now export high-tech goods. For anyone who finishes reading The Great Leveler in a state of despair, these massive and rapid transformations, achieved in a remarkably peaceful era, offer grounds for hope.

Professori Mark Lilla, identiteettipolitiikka ja Hilaryn tappio vielä kerran

Olen puhunut professori Mark Lillan analyysista siitä miksi Hilary hävisi vaalit ehkä noin 10 kertaa viimeisen 10 kuukauden aikana. 
"Yhdysvaltojen vasemmiston on lakattava keskittymästä identiteettipolitiikkaan eli seksuaalivähemmistöjen ja etnisten vähemmistöjen ongelmiin, jos se haluaa takaisin valtaan. Demokraattien pitää kääntää katseensa enemmistön tarpeisiin ja hyväksyä se, että kaikista ei koskaan tule yhtä poliittisesti korrekteja.
”Politiikassa on kyse toisten vakuuttamisesta, ei itseilmaisusta”, ...”Jos huutaa ’olen tässä, olen homo’, ei saa osakseen muuta kuin päänsilittelyä tai silmien pyörittelyä.”
...Juuri tämä itseriittoisuus johti Lillan mielestä vasemmiston tappioon. Sen sijaan että opiskelijoita kehotettaisiin tutustumaan erilaisiin ihmisiin ja etsimään kompromisseja, heitä rohkaistaan löytämään oma ainutlaatuinen identiteettiinsä, jota pitää varjella muiden arvostelulta, Lilla sanoo.
...Kun yhteisten etujen sijaan korostetaan eroavaisuuksia, amerikkalaiset eivät enää välitä toistensa ongelmista, koska he eivät koe jakavansa niitä, Lilla sanoo. Sotasukupolven uhrautumisen tilalle on tullut millenniaalisukupolven uhriutuminen."
Lilla on siis liberaali amerikkalaisprofessori.
Lainasin siis aiemmin hänen kirjoitustaan End of Identity Liberalism:
"It is a truism that America has become a more diverse country. It is also a beautiful thing to watch. Visitors from other countries, particularly those having trouble incorporating different ethnic groups and faiths, are amazed that we manage to pull it off. Not perfectly, of course, but certainly better than any European or Asian nation today. It’s an extraordinary success story.
But how should this diversity shape our politics? The standard liberal answer for nearly a generation now has been that we should become aware of and “celebrate” our differences. Which is a splendid principle of moral pedagogy — but disastrous as a foundation for democratic politics in our ideological age. In recent years American liberalism has slipped into a kind of moral panic about racial, gender and sexual identity that has distorted liberalism’s message and prevented it from becoming a unifying force capable of governing.
One of the many lessons of the recent presidential election campaign and its repugnant outcome is that the age of identity liberalism must be brought to an end. Hillary Clinton was at her best and most uplifting when she spoke about American interests in world affairs and how they relate to our understanding of democracy. But when it came to life at home, she tended on the campaign trail to lose that large vision and slip into the rhetoric of diversity, calling out explicitly to African-American, Latino, L.G.B.T. and women voters at every stop. This was a strategic mistake. If you are going to mention groups in America, you had better mention all of them. If you don’t, those left out will notice and feel excluded. Which, as the data show, was exactly what happened with the white working class and those with strong religious convictions. Fully two-thirds of white voters without college degrees voted for Donald Trump, as did over 80 percent of white evangelicals.
The moral energy surrounding identity has, of course, had many good effects. Affirmative action has reshaped and improved corporate life. Black Lives Matter has delivered a wake-up call to every American with a conscience. Hollywood’s efforts to normalize homosexuality in our popular culture helped to normalize it in American families and public life. 

But the fixation on diversity in our schools and in the press has produced a generation of liberals and progressives narcissistically unaware of conditions outside their self-defined groups, and indifferent to the task of reaching out to Americans in every walk of life. At a very young age our children are being encouraged to talk about their individual identities, even before they have them. By the time they reach college many assume that diversity discourse exhausts political discourse, and have shockingly little to say about such perennial questions as class, war, the economy and the common good. In large part this is because of high school history curriculums, which anachronistically project the identity politics of today back onto the past, creating a distorted picture of the major forces and individuals that shaped our country. (The achievements of women’s rights movements, for instance, were real and important, but you cannot understand them if you do not first understand the founding fathers’ achievement in establishing a system of government based on the guarantee of rights.)
When young people arrive at college they are encouraged to keep this focus on themselves by student groups, faculty members and also administrators whose full-time job is to deal with — and heighten the significance of — “diversity issues.” Fox News and other conservative media outlets make great sport of mocking the “campus craziness” that surrounds such issues, and more often than not they are right to. Which only plays into the hands of populist demagogues who want to delegitimize learning in the eyes of those who have never set foot on a campus. How to explain to the average voter the supposed moral urgency of giving college students the right to choose the designated gender pronouns to be used when addressing them? How not to laugh along with those voters at the story of a University of Michigan prankster who wrote in “His Majesty”?
This campus-diversity consciousness has over the years filtered into the liberal media, and not subtly. Affirmative action for women and minorities at America’s newspapers and broadcasters has been an extraordinary social achievement — and has even changed, quite literally, the face of right-wing media, as journalists like Megyn Kelly and Laura Ingraham have gained prominence. But it also appears to have encouraged the assumption, especially among younger journalists and editors, that simply by focusing on identity they have done their jobs.
Recently I performed a little experiment during a sabbatical in France: For a full year I read only European publications, not American ones. My thought was to try seeing the world as European readers did. But it was far more instructive to return home and realize how the lens of identity has transformed American reporting in recent years. How often, for example, the laziest story in American journalism — about the “first X to do Y” — is told and retold. Fascination with the identity drama has even affected foreign reporting, which is in distressingly short supply. However interesting it may be to read, say, about the fate of transgender people in Egypt, it contributes nothing to educating Americans about the powerful political and religious currents that will determine Egypt’s future, and indirectly, our own. No major news outlet in Europe would think of adopting such a focus.
But it is at the level of electoral politics that identity liberalism has failed most spectacularly, as we have just seen. National politics in healthy periods is not about “difference,” it is about commonality. And it will be dominated by whoever best captures Americans’ imaginations about our shared destiny. Ronald Reagan did that very skillfully, whatever one may think of his vision. So did Bill Clinton, who took a page from Reagan’s playbook. He seized the Democratic Party away from its identity-conscious wing, concentrated his energies on domestic programs that would benefit everyone (like national health insurance) and defined America’s role in the post-1989 world. By remaining in office for two terms, he was then able to accomplish much for different groups in the Democratic coalition. Identity politics, by contrast, is largely expressive, not persuasive. Which is why it never wins elections — but can lose them.
The media’s newfound, almost anthropological, interest in the angry white male reveals as much about the state of our liberalism as it does about this much maligned, and previously ignored, figure. A convenient liberal interpretation of the recent presidential election would have it that Mr. Trump won in large part because he managed to transform economic disadvantage into racial rage — the “whitelash” thesis. This is convenient because it sanctions a conviction of moral superiority and allows liberals to ignore what those voters said were their overriding concerns. It also encourages the fantasy that the Republican right is doomed to demographic extinction in the long run — which means liberals have only to wait for the country to fall into their laps. The surprisingly high percentage of the Latino vote that went to Mr. Trump should remind us that the longer ethnic groups are here in this country, the more politically diverse they become.
Finally, the whitelash thesis is convenient because it absolves liberals of not recognizing how their own obsession with diversity has encouraged white, rural, religious Americans to think of themselves as a disadvantaged group whose identity is being threatened or ignored. Such people are not actually reacting against the reality of our diverse America (they tend, after all, to live in homogeneous areas of the country). But they are reacting against the omnipresent rhetoric of identity, which is what they mean by “political correctness.” Liberals should bear in mind that the first identity movement in American politics was the Ku Klux Klan, which still exists. Those who play the identity game should be prepared to lose it.
We need a post-identity liberalism, and it should draw from the past successes of pre-identity liberalism. Such a liberalism would concentrate on widening its base by appealing to Americans as Americans and emphasizing the issues that affect a vast majority of them. It would speak to the nation as a nation of citizens who are in this together and must help one another. As for narrower issues that are highly charged symbolically and can drive potential allies away, especially those touching on sexuality and religion, such a liberalism would work quietly, sensitively and with a proper sense of scale. (To paraphrase Bernie Sanders, America is sick and tired of hearing about liberals’ damn bathrooms.)
Teachers committed to such a liberalism would refocus attention on their main political responsibility in a democracy: to form committed citizens aware of their system of government and the major forces and events in our history. A post-identity liberalism would also emphasize that democracy is not only about rights; it also confers duties on its citizens, such as the duties to keep informed and vote. A post-identity liberal press would begin educating itself about parts of the country that have been ignored, and about what matters there, especially religion. And it would take seriously its responsibility to educate Americans about the major forces shaping world politics, especially their historical dimension.
Some years ago I was invited to a union convention in Florida to speak on a panel about Franklin D. Roosevelt’s famous Four Freedoms speech of 1941. The hall was full of representatives from local chapters — men, women, blacks, whites, Latinos. We began by singing the national anthem, and then sat down to listen to a recording of Roosevelt’s speech. As I looked out into the crowd, and saw the array of different faces, I was struck by how focused they were on what they shared. And listening to Roosevelt’s stirring voice as he invoked the freedom of speech, the freedom of worship, the freedom from want and the freedom from fear — freedoms that Roosevelt demanded for “everyone in the world” — I was reminded of what the real foundations of modern American liberalism are."

Vihreiden kannatuksen nousun pysähtyminen?

HS:n mukaan vihreiden kannatuksen nousu on pysähtynyt ja ehkä kääntynyt laskuun.

OPPOSITIOPUOLUE vihreitten nousukiito näyttää hieman taittuneen kuukauden takaisesta ennätyksestä.

HS:n tuoreen, elo–syyskuussa tehdyn kannatusgallupin mukaan vihreitä äänestäisi 16,7 prosenttia, jos eduskuntavaalit pidettäisiin nyt.

Edellisessä puolueiden kannatusmittauksessa prosenttiosuus oli 17,5, jolla vihreät nousi maan toiseksi suosituimmaksi puolueeksi mutta joutui nyt tyytymään kolmanteen sijaan.


Minusta välttämättä yksittäinen mielipidetiedustelu ei vielä anna aihetta tällaiseen johtopäätöksen. Mielenkiintoisempaa on se, että kirjoituksessa otetaan esiin jonkun aikaa jatkunut yleiseurooppalainen trendi:

erikoistutkija Jenni Karimäki Turun yliopiston Eduskuntatutkimuksen keskuksesta ... arvioi myös, että Turun puukotukset, niiden jälkipuinti ja voimistunut maahanmuuttopuhe ovat voineet vähentää vihreitten ja kasvattaa perussuomalaisten kannatusta. Vastaava ilmiö on näkynyt myös Ruotsissa ja Saksassa.

Nollasumma-konservatiivit vastaan nollasumma-liberaalit

Suomessakin on nykyään jonkun verran konservatiiveja joiden mielestä "liberaalien" ja "konservatiivien" välinen taistelu on ainoa mielenkiintoinen ja tärkeä asia. (Sen sijaan että oltaisiin kiinnostuneita esimerkiksi maanpuolustuksesta Venäjää vastaan ja kansan koheesion vahvistamisesta niin kuin perinteinen suomalainen konservatismi - tai sosiaalipolitiikasta tai talouden kehityksestä tai siitä että pyrittäisiin estämmän maahanmuutto islamilaisista maista ja Afrikasta, mikä on koko kansan etu vaikka kaikki eivät sitä vielä ymmärrrä.)
Nämä luulevat elämän olevan tietokonepeli/nollasummapeli. Tässä harhaisessa maailmassa esimerkiksi ilmastonlämpeneminen on "liberaali teoria" ja jo pelkästään siksi vastustettava. Ne republikaanit jotka eivät ole tukeneet 100%:sti Trumpia ovat pettureita eli siis "liberaali-konservatiiveja". (Miksi republikaanien pitäisi puolustaa Putinia ihailevaa presidenttiä, joka on patologinen valehtelija ja joka ei ole sitoutunut selkeäsanaisesti Naton viidenteen artiklaan vaan halua romuttaa Venäjän vastaiset pakotteet?)
Joskus leikin ajatuksella, että näiden ihmisten tiedostamattomana päämääränä on antaa esimerkiksi USA:n nuorisolle kuva että "me republikaanit olemme vielä suurempia idiootteja kuin yliopistolla valetiedettä tekevät 30 sukupuolen "liberaalit" eli sukupuolen tutkijat ja sosiologit". "Meitä ei kannata äänestää, jos ei ole hullu" on näiden vale-konservatiivien ja muiden mieleltään sairaiden salaliittoteoreetikkojen "ajatus".
Suomessa tilanne ei tietysti vielä ole lähestulkoonkaan niin paha kuin USA:ssa jossa kulttuurisota kahden idioottiryhmän välillä on jatkunut vuosia.



Elmo Kaila - Akateemisen Karjala-seuran puheenjohtaja - ymmärsi iän karttuessa, että kansankoheesio on maanpuolustuksen kannalta äärimmäisen tärkeää. Paljon tärkeämpää kuin valkoisten ja punaisten välisen kiistan ylläpito jatkuvalla vanhojen kaivelemisella. Saman ymmärsi aikoinaan vasemmalla mm. Väinö Tanner. Kulttuurisota on alamittaisten touhua.

Kansallinen identiteetti sosiaali"tieteiden" hampaissa

Psykologian professori Jonathan Haidt on puhunut siitä että yliopiston sosiaalitieteiden laitoksista on tullut yhden poliittisen ideologian edustajien temmellyskenttä. Mielipiteiden diversiteetti on hyvin alhainen - jopa maltilliset liberaalit alkavat kokea että he eivät voi toimia yliopistolla koska äärivasemmistolainen ideologia on vallannut yliopiston yhteiskunnalliset alat. Tiede on korvattu äärivasemmistolaiselle ideologialla. Äärivasemmisto ei kuitenkaan aja enää asiaansa kommunismin edistämisellä yksityisomaisuutta demonisoimalla (marksilainen kansantaloustiede), vaan kansallisvaltioiden ja kansallisen identiteetin tuohoamisen edistämisellä. Vain vähemmistöillä - mustilla, LGBT-porukalla, naisilla - on oikeus identiteettiin.

Käsitys "kansalliset rajat ja kansalliset identiteetit haittaavat ihmiskunnan edistymistä" ei ole yliopiston sosiaalitieteilijöille tieteellinen hypoteesi, vaan poliittinen doktriini, jota edistetään muiden mielipiteiden demonisoimisella - ei tieteellisellä metodilla.

Amerikkalainen "centristinen" lehti Quillette kirjoittaa:

"what has happened to a large extent is that as the failures of communism have become increasingly apparent many on the left—including social scientists—have shifted their activism away from opposing private property and towards other aspects, for example globalism.

But how do we know a similarly disastrous thing is not going to happen with globalism as happened with communism? What if some form of national and ethnic affiliation is a deep-seated part of human nature, and that trying to forcefully suppress it will eventually lead to a disastrous counter-reaction? What if nations don’t create conflict, but alleviate it? What if a decentralised structure is the best way for human society to function?

Tieteellinen käsitys kansallisesta identiteetistä on pikemmin "kansallinen identiteetti luo luottamusta ihmisten välillä vaikka äärimmilleen vietynä se voi myös johtaa sotiin ja rasismiin".


"Kansakunnat ovat ylivoimaisesti merkittävin verotus-instituutio. Vain jos ihmiset kokevat vahvaa yhteistä identiteettiä kansakunnan tasolla he ovat halukkaita hyväksymään, että verotusta voidaan käyttää tulonjaon välineenä tasoittamaan onnesta ja epäonnesta johtuvia varallisuuseroja. Tiedämme, että yhteisen identiteetin rakentaminen kansakunnan tasoa ylemmäksi on äärimmäisen vaikeaa. Viimeisen viidenkymmenen vuoden aikana selkeästi onnistunein ylikansallinen projekti on ollut Euroopan Unioni. Kuitenkin viidenkymmenen vuoden jälkeen … vain 1 prosenttia tuloista siirretään maasta toiseen tulonjakona. 

Viisikymmentä vuotta osoittaa, että ihmiset eivät kykene luomaan tarpeeksi vahvaa eurooppalaista identiteettiä, että se tulisi tukemaan merkittävää tulonjakoa. Kansakunnat ovat ihmisten yhteistyön näkökulmasta … käytännössä ainoat instituutiot jotka kykenevät tarjoamaan julkishyödykkeitä. Tulonsiirrot kansakunnan sisällä eivät ole vain oleellisesti merkittävämpää kuin tulonsiirrot ylemmillä organisaatiotasoilla vaan myös oleellisesti merkittävämpiä kuin tulonsiirrot millään alemmalla organisaatiotasolla." 

Collier ottaa esimerkin kansallisen identiteetin tehokkuutta kasvattavasta vaikutuksesta Keniasta ja Tansaniasta. Klassisen tutkimuksen mukaan kenialaisissa kylissä julkishyödykkeiden (esimerkiksi kaivojen ja kyläkoulujen) ylläpito on selkeästi tehokkaampaa, jos kylän asukkaat ovat samaa heimoa. Tansaniassa, missä etninen koostumus on hyvin samantyyppinen kuin naapurimaassa Keniassa, mutta missä tansanialaisen kansallistunteen ja kansallisen kielen luomiseen on panostettu voimakkaasti, vastaavaa kuviota ei synny.

Indonesiassa on käynyt samoin. Luottamus on noussut kun on "keinotekoisesti" konstruoitu indonesialainen identiteetti ja indonesian kieli. Kärsijöitäkin toki on ollut. Vaikkapa Länsi-Papuan väestö, jonka alueelle on siirretty suuria määriä ihmisiä muualta indonesiasta.

Amerikkalaisissa tutkimuksissa on taas havaittu, että ne maahanmuuttajat, jotka ovat halukkaita sulautumaan ja vaihtamaan kotikielensä espanjasta englanniksi, osallistuvat tarmokkaammin yhteisiin hankkeisiin kuin ne jotka haluavat säilyttää kielensä ja identiteettinsä. Toisen tutkimuksen mukaan amerikkalaisen lähiön asukkaat harjoittavat sitä vähemmän yhteistyötä keskenään mitä etnisesti heterogeenisempi lähiön asujamisto on. 

Collier jatkaa: "Yhteinen identiteetti vahvistaa kykyä tehdä yhteistyötä. Ihmisten pitää kyetä tehdä yhteistyötä monella tasolla… Yhteinen kansallinen identiteetti ei ole ainoa ratkaisu yhteistyön saavuttamiseksi, mutta kansakunta on edelleen tässä suhteessa erityisen keskeinen. Yhteinen identiteetti tukee sitä että ihmiset voivat hyväksyä tulonjaon varakkaammilta varattomammille. Kansallisen identiteetin demonisointi on kallista – se johtaa … epätasa-arvoisempaan yhteiskuntaan."

Itse uskon myös siihen, että eurooppalinen ylikansallinen identiteetti on mahdollinen konstruoida. Se on mahdollinen erityisesti siksi, että eurooppalaista uhkaa tällä hetkellä monenlaiset ulkoiset voimat ja sisäinen mädätys, joita vastaan euroopalaisten pitää nousta yhdessä. Mutta siitä toisella kertaa.

Identiteettipolitiikka

Keskilinjan amerikkalaiskolumnisti David Brooks kirjoittaa artikkelissaan valkoisesta identiteettipolitiikasta ja uskoo että se lopulta tuhoaa republikaanisen puolueen sisältä päin. Kirjoituksessa on asioita joita en allekirjoita, mutta lainaan pätkän mainiosta kirjoituksesta.

But the Republican Party has changed since 2005. It has become the vehicle for white identity politics. In 2005 only six percent of Republicans felt that whites faced “a great deal” of discrimination, the same number of Democrats who felt this. 

By 2016, the percentage of Republicans who felt this had tripled. Recent surveys suggest that roughly 47 percent of Republicans are what you might call conservative universalists and maybe 40 percent are what you might call conservative white identitarians. White universalists believe in conservative principles and think they apply to all people and their white identity is not particularly salient to them. 

White identitarians are conservative, but their white identity is quite important to them, sometimes even more important than their conservatism. These white identitarians have taken the multicultural worldview taught in schools, universities and the culture and, rightly or wrongly, have applied it to themselves. As Marxism saw history through the lens of class conflict, multiculturalism sees history through the lens of racial conflict and group oppression. 

According to a survey from the Public Religion Research Institute, for example, about 48 percent of Republicans believe there is “a lot of discrimination” against Christians in America and about 43 percent believe there is a lot of discrimination against whites. I’d love to see more research on the relationship between white identity politics and simple racism. There’s clear overlap, but I suspect they’re not quite the same thing. 

Racism is about feeling others are inferior. White identitarianism is about feeling downtrodden and aggrieved yourself. In the P.R.R.I. survey, for example, roughly as many Republicans believe Muslims, immigrants and trans people face a lot of discrimination as believe whites and Christians do. According to a Quinnipiac poll, 59 percent of those in the white working class believe white supremacist groups are a threat to the country.

Brooks leimaa valkoisen identiteettipolitiikan roskaväen touhuksi ja lopulta identiteettipolitiikka siis tuhoa republikaanipuolueen.

Tätä kolumnia on mielenkiintoista verrata demokraattipuolueen kannattajan professori Mark Lillan kolumniin Trumpin voiton jälkeen, jossa Lilla esitti, että Clinton hävisi vaalit koska kampanja perustui "identiteettiliberalismiin".

But how should this diversity shape our politics? The standard liberal answer for nearly a generation now has been that we should become aware of and “celebrate” our differences. Which is a splendid principle of moral pedagogy — but disastrous as a foundation for democratic politics in our ideological age. In recent years American liberalism has slipped into a kind of moral panic about racial, gender and sexual identity that has distorted liberalism’s message and prevented it from becoming a unifying force capable of governing. One of the many lessons of the recent presidential election campaign and its repugnant outcome is that the age of identity liberalism must be brought to an end. 

Hillary Clinton was at her best and most uplifting when she spoke about American interests in world affairs and how they relate to our understanding of democracy. But when it came to life at home, she tended on the campaign trail to lose that large vision and slip into the rhetoric of diversity, calling out explicitly to African-American, Latino, L.G.B.T. and women voters at every stop. This was a strategic mistake. If you are going to mention groups in America, you had better mention all of them. If you don’t, those left out will notice and feel excluded. Which, as the data show, was exactly what happened with the white working class and those with strong religious convictions. Fully two-thirds of white voters without college degrees voted for Donald Trump, as did over 80 percent of white evangelicals.

...liberals [are] not recognizing how their own obsession with diversity has encouraged white, rural, religious Americans to think of themselves as a disadvantaged group whose identity is being threatened or ignored. Such people are not actually reacting against the reality of our diverse America (they tend, after all, to live in homogeneous areas of the country). But they are reacting against the omnipresent rhetoric of identity, which is what they mean by “political correctness.” Liberals should bear in mind that the first identity movement in American politics was the Ku Klux Klan, which still exists. Those who play the identity game should be prepared to lose it.

We need a post-identity liberalism, and it should draw from the past successes of pre-identity liberalism. Such a liberalism would concentrate on widening its base by appealing to Americans as Americans and emphasizing the issues that affect a vast majority of them. It would speak to the nation as a nation of citizens who are in this together and must help one another. As for narrower issues that are highly charged symbolically and can drive potential allies away, especially those touching on sexuality and religion, such a liberalism would work quietly, sensitively and with a proper sense of scale. (To paraphrase Bernie Sanders, America is sick and tired of hearing about liberals’ damn bathrooms.)

Pitkän linjan laitaoikeistolaisena en tietenkään tuomitse identiteettipolitiikkaa. Kollektivistinen identiteetti on oleellinen osan ihmisyyttä. Hyvä vain että esimerkiksi Euroopassa identitaarinen oikeisto haluaa estää Euroopan islamisoitumisen ja negroidisoitumisen.

Mutta nykyinen kaksijakoisuus, missä identitaarinen oikeisto ja identitaarinen "liberalismi" monopolisoivat keskustelun, on erittäin haitallinen. Meidän puolen identitaristit ovat tehneet itsestään pellejä alkamalla mm. vastustaa ilmastotiedettä ja veljeilemällä venäläisten kanssa. Vasemman puolen identitaristit jauhavat sukupuolineutraaleista vessoista ja ovat viimeisenä tempauksena alkaneet kiusauskampanjan Antti Rinnettä vastaan, koska tämä uskalisi sanoa "synnytystalkoot", mikä muka on naisvihamielistä.

Suomessa tarvitsemme kansakunnan yhtenäisyyttä Venäjän uhkaa vastaan. Sitä ei rakenneta keinotekoisten konfliktien keksimisellä jonninjoutavista aiheista.

Väestöliitto ja talkoot

Syntyyyden romahdus vaatii jonkun sortin talkoita niin kuin SDP:n puheenjohtaja Antti Rinne esitti. Lapsiperheiden tukeen on panostettava koska kyseessä on "meidän kaikkien lapset", jos kansakuntana halutaan yhdessä huolehtia köyhistä, vanhuksista ja maanpuolustuksesta Venäjää vastaan.
Väestöliitto on tässä suhteessa ehkä tärkein organisaatio Suomessa koska se pyrkii ymmärtämään väestön terveen uudistumisen vaikeuksia ja sitä miten asioihin kykenee vaikuttamaan. Västöliiton työ ei tietysti ole yhtä muodikasta kuin 35 sukupuolen tutkiminen mutta paljon paljon tärkeämpää.
Huolestuttavaa on kuitenkin se, että ihanteellinen lapsiluku on alentunut heikoimmassa asemassa olevissa väestöryhmissä enemmän kuin muilla. Lapsettomuuden ihanne nuorten aikuisten kesken on yleistä erityisesti vähiten koulutettujen keskuudessa, pienituloisilla ja työttömillä. Myös 45-vuotiaiden lapsettomuus on näissä ryhmissä korkeaa, naisten ja erityisesti miesten kohdalla, oli se sitten toivottua vai ei. Olisikin syytä selvittää, heijastavatko alhaisemmat lapsilukua koskevat ihanteet toivottua elämäntyyliä vai onko kyse pikemminkin eräänlaisesta toiveista luopumisesta. Väestöntutkimuslaitos suunnittelee aiheesta jatkotutkimusta.
Perheparometri ei anna helppoja vastauksia syntyvyyden nostamiseen, koska helppoja vastauksia ei ole. Se koetaanko lasten hankinta mielekkääksi ei liity pelkästään taloudellisiin edellytyksiin vaan myös siihen koetaanko lapset ylipäätään tervetulleiksi. Suomessa puhutaan mm. paljon siitä miten pikkuvauvat alentavat nuorten aikuisten elämisen tasoa. Jos ystävillä ei lapsia (vielä) ole, lapsen saaminen voi myös eristää ystäväpiiristä. 
Muutoksista huolimatta enemmistö suomalaisista toivoo edelleen kahta lasta. Vuonna 2008 alkanut talouden lama on monien kohdalla vaikeuttanut tämän perhemallin saavuttamista. Esitämme tässä selvityksessä, miten taloudellinen tilanne vaikuttaa perheiden lastenhankintaan sekä pohdimme perhepoliittisten tukien merkitystä. Näyttää siltä, että erityisesti yhden lapsen vanhempien kohdalla yhteiskunnan tukitoimilla voi olla ratkaisevakin merkitys. Yleisellä ilmapiirillä on myös väliä, joskin sen merkitystä lastenhankintaan on hankalampaa tutkia. Nuoret aikuiset ovat herkkiä ympäristön ja tuttavien antamiin signaaleihin. Ovatko vauvat tervetulleita ja näyttäytyykö muun elämän yhdistäminen vanhemmuuteen kiehtovalta seikkailulta, vai puhutaanko julkisuudessa enemmän pienten lasten rasittavuudesta ja perheiden etuuksien leikkauksista?

Miesten haluttomuutta saada lapsia alentaa todennäköisesti myös perheiden alhainen stabiliteetti. Miksi hankkia lapsi jos perhe 50% todennäköisyydellä hajoaa ja lapset menevät äidin mukana.

Talkoot eivät kelpaa loukkaantujille, vasemmistolle eikä markkinafundamentalisteille

Antti Rinteen synnytystalkoista alkoi melkoinen huuto. Yhteisymmärryksen siitä, että Rinne oli väärässä, jakoivat sekä vasemmisto että markkinafundamentalistit että kaiken maailman loukkaantujat:


Se tosiasia vaan tuntuu unohtuvan, että Suomessa hoidetaan talkoilla mm. maanpuolustus. (Taloustieteen termi on collective action.) 

Kenenkään ei ole käytännössä pakko osallistua. Vapaamatkustajille on kyllä asetettu siviilipalvelus-velvoite eräänlaiseksi rangaistukseksi, mutta ei se tee maanpuolustuksesta vähemmän talkooluonteisia. 

Tosiasiassa mitkään talkoot eivät ole kokonaan vapaaehtoisia, koska talkoisiin osallistuminen vaikuttaa ihmisen maineeseen. Kyläyhteisöissä ne jotka eivät koskaan osallistuneet talkoisiin saivat huonon maineen. 

Aiemmin maanpuolustuspuolustus-velvollisuudesta livenneet saivat tuntuvia rangaistuksia. Sodan aikana heidät ammuttiin. Sodan jälkeenkin miehillä, jotka eivät olleet suorittaneet  asepalvelusta, oli vaikeuksia saada työtä. Ehkä synntystalkoista livenneetkin voisivat suorittaa vaihtoehtona vuoden ilmaistyötä sairaaloissa 40 vuotta täytettyään.

PS. Sinänsä en ota kuitenkaan kantaa Rinteen ehdotuksen realistisuuteen vaan vain siihen, onko ehdotus jotenkin moraalisesti tai tieteellisesti ongelmainen. Ei ole.

Kaksi kommenttia Turun tapauksen psyko-sosiologiasta

Olisin varovainen nimittämään Turun väkivallantekoa terrori-iskuksi, sanoo kriminaalipsykologian dosentti Helinä Häkkänen-Nyholm.

Hän muistuttaa, että yleisen määritelmän mukaan terrorismin tarkoituksena on vaikuttaa viranomaisten uhkaamisen ja yleisöön kohdistuvan pelon avulla päätöksentekoon. Sana pitää sisällään ajatuksen uskonnollisesta tai poliittisesta motiivista.
– Turun tapauksessa motiivista ja käyttäytymisen vaikuttimista tiedetään ainakin julkisuudessa vähän.
– Jos taustalla ovat henkilökohtaiset syyt, eli henkilö on ollut masentunut, mielenterveyongelmainen tai kokenut, että hänellä ei ole mitään muuta ratkaisukeinoa tai toivonut tulevansa poliisin ampumaksi, niin minun nähdäkseni silloin on vaikea puhua terrori-iskusta.

Vaikka tekijän ideologia olisi terrorijärjestöjen ideologiaa mukaileva, voivat teon perimmäiset motiivit Häkkänen-Nyholmin mukaan kuitenkin liittyä tekijän henkilökohtaisiin elämäntekijöihin.

Häkkänen-Nyholmin mukaan Turun väkivallantekoa voivat selittää terrorismin sijaan henkilökohtaiset syyt ja amok-juoksu-niminen tila.

Kyseessä on psykiatrinen tila, jolla viitataan hallitsemattomaan, impulsiiviseen ja silmittömään väkivaltaiseen käyttäytymisen tilaan, joka johtaa yleensä usean satunnaisen vastaantulijan kuolemaan.
Tila aiheuttaa kyvyttömyyden vastustaa aggressiivisia impulsseja, josta aiheutuu silmitön raivoaminen.
– Ulkomailla on ollut useampia tapauksia, joissa henkilö on toiminut kuten Turun puukottaja, eli ryhtynyt julkisella paikalla aiheuttamaan silmittömästi vahinkoa muille joko ampuma-aseella tai teräaseella. Toimintamalli Turun tapauksessa on hyvin samanlainen kuin ulkomailla olleissa amok-tapauksissa.

Suomessa on taipumusta tulkita Turun kaltaisia tapahtumia psykososiaalisesta näkökulmasta. Massaväkivallan kohdalla huomion tulisi kääntyä poliittisideologisiin kytkentöihin. ...
Jos surmantekojen taustalla nähdään vain yksilön mielenterveysongelmia tai amok-juoksu, ei tekojen luonnetta tunnisteta eikä niiden ideologisia ulottuvuuksia aina panna merkille. Samoin jätetään tilaa teon päämäärien toteutumiselle. Tarkoituksena on tuottaa kaaosta ja tulehduttaa läntisten yhteiskuntien sisäisiä suhteita. Terrorismin kieltäminen redusoimalla se hulluuteen jättää tilaa niille, jotka omista poliittisista marginaaleistaan kykenevät muotoilemaan radikaaleja näennäisvastauksia ongelmaan.
Suomessa on tiettyä taipumusta nähdä mielenterveysongelmat massaväkivallan takana. Myyrmannin pommi-iskun ja koulusurmien kaltaisia tekoja on meillä tehty myös yhteisön terrorisoimiseksi. Ne täyttivät itsemurhaterrorismin tavanomaiset tunnusmerkit, jotka ovat rasismiin viittaava motiivi, yhteys laajempaan ideologisesti virittyneeseen verkostoon (pääosin internetin välityksellä), tekijän ikä ja sukupuoli sekä tekotapa ja -paikka. Se, että niistä puuttui organisatoriset verkostot, joilla on strateginen päämäärä ja taktista oveluutta kuten viimeaikojen terrori-iskuissa, ei tarkoita, etteikö niissä olisi ollut siemenmuodossa samoja piirteitä. Ne kuitenkin jätettiin osittain tunnistamatta paljolti samoista syistä, kuten nyt Turun iskun yhteydessä on helppo vedota poikkeukselliseen tapahtumaan ja normaalista poikkeaviin yksilötason piirteisiin.
Poliittisen väkivallan leviämisen dynamiikkaa on tutkittu paljon. Tuloksena on käsitys ihmisestä imitoivana olentona: väkivalta tarttuu ideologisen paatokset, uskonnollisen hurmoksen, emotionaalisen intensiteetin ja voimakkaiden tunnekokemusten kautta. Tunteet välittyvät tavallista herkemmin tietyille ryhmille, jotka saavat voimantuntoa kuvitellessaan ja toteuttaessaan näyttäviä väkivaltaisia tekoja. Terrori kulminoituu teoissa, joka on suunniteltu leviäviksi ja kopioitaviksi.
Tekijät saavat omissa ryhmissään ja verkostoisaan osakseen kunnioitusta ja heitä kohdellaan martyyreinä. Tästä nivoutuu valtioiden rajat ylittävä yhteisö, joka kehittää tekoihin liittyvää taustamateriaalia, synnyttää odotusarvoja ja luo teoille oikeutusta. Nykyinen terrorismin muoto Euroopassa on luonut organisatooriset puitteet taustaideologialle. Se strateginen päämäärä on olla kaikkein väkivaltaisin ja tappaa ”vihollisen” halu ja tahto vastustaa. Taktisella tasolla innovoidaan uusilla arkeen iskevillä tappamisen muodoilla, esim. veitsi- ja autoiskuilla.
Terrori voi levitä ilman, että tekijät omaksuvat tai jakavat mitään taustaidelogiaa. Teot voivat olla vain imitoivia, teknisiä suorituksia. Brevikin metodi oli samankaltainen kuin muutamissa siihen liittymättömissä iskuissa. Terrori levitessään uusiin paikkoihin tuottaa näissä myös ideologista oppimista ja orastavaa ryhmätietoisuutta. Tässä on yksi Turun todennäköisen iskun pelottavimmista piirteistä.
Näiden taustapiirteiden tunnistamisessa ja vaarallisten kehityskulkujen vastaisessa työssä on tärkeää, ettei tuudittauduta alusta pitäen kieltämään ilmiötä Suomeen kuulumattomana ja liittymättömänä. Kynnys mielenterveysongelmien näkemiseen terrorismin taustalla tulisi olla korkea.
Väkivalta leviää vain, jos paikalliset piirteet suosivat sitä. Asioiden ei saa vain antaa olla.
Uskonnolis-Ideologisesti motivoituneen poliittisen väkivallan muodot ovat muuttuneet maailman verkostoituessa. Uudenlaiset väkivaltataktiikat, niihin liittyvä ideologia ja strategia ovat nyt pesiytyneet Suomeenkin. Todennäköisyys tekojen toistumiseen kasvaa sitä mukaa, mitä enemmän niitä on. Terroristisen teon päämäärät ovat paljolti reaktioissa niihin. Reagoimalla päättäväisesti iskuihin ja estämällä niitä tehokkaasti voidaan parhaiten estää terroritekoja seuraavia poliittisia reaktioita ja demoratioiden kouristelua.
