"American Frontier" - kaaos vai anarkokapitalismi ?

Kirjoitin aiemmin:

Historia osoittaa, että heikon valtion tai olemattoman valtion tapauksessa ne tarpeet, kuten sopimusjärjestelmä, jotka valtio joskus onnistuu turvaamaan, voidaan turvata muullakin tavalla. Mutta historia ei osoita, että vaihtoehtoiset organisaatiot kuten somalien Xeer-järjestelmä perustuisivat sen vähempään pakkoon kuin valtiokaan.

Kuvasin paria casea, jotka osoittivat että näin todellakin on. Erityisesti ns. eurooppalaisella community reponsibility -järjestelmällä on ollut merkittävä rooli Euroopan kehityksessä:

Greifin mukaan ongelma ratkaistiin pitkälti ilman valtion tukea. Ongelma ratkaistiin laajentamalla paikallisyhteisöjen asemaa. Siinä missä yhteisöt ja yhteisöjen itsehallinnolliset oikeusistuimet alunperin ratkaisivat paikallisyhteisöjen jäsenten välisiä konflikteja, itsehallinnolliset oikeusistuimet alkivat valvoa myös muiden yhteisöjen jäsenten toimintaa yhteisöllisen vastuun periaatteen mukaisesti.

Jos toisen yhteisön B - esimerkiksi toisen kaupungin kauppiais-yhteisön - jäsen b jätti lainansa maksamatta yhteisön A jäsenelle a, a saattoi viedä asian oman yhteisönsä A oikeusistuimeen joka neuvotteli asiasta yhteisön B oikeusistuimen kanssa.

Yhteisön A silmissä koko yhteisö B oli vastuussa rikkomuksesta. Mikäli yhteisön B oikeusistuin epäonnistui palauttaamaan b:n lainaaman rahan, yhteisö A saattoi ottaa haltuunsa kenen tahansa yhteisön B:n jäsenen omaisuuden joka oli yhteisön A suvereniteetin piirissä.


LS laittoi erittäin mielenkiintoisen linkin von Mieses instituutin sivulle. Terry Andersson kuvaa artikkelissa sitä, miten ns. American Frontier 1800-luvun puolesta välistä 1900-luvun alkuun onnistui tuottamaan monia hyödykkeitä (fyysinen turvallisuus, sopimusjärjestelmä, konfliktien ratkaisu, omistusoikeuden turva) ilman valtiota.

Andersson mieltää, että ko. hyödykkeet onnistuttiin tarjoamaan markkinavetoisesti, kun taas minä olisin varmaankin tehnyt samasta materiaalista - lukematta Anderssonin analyysiä - sen johtopäätöksen että ne toteutettiin yhteisöllisesti.

Tosiasiassa Anderssonin kuvaama tilanne sisältää sekä yhteisöllisiä että markkinavetoisia piirteitä. Osa palveluista on yrityksen A yrityksen ulkopuolisille tarjoamia (markkinavetoisia), osa taas on yrityksen/yhteisön omille jäsenilleen tarjoamia.

Andersson painottaa voimakkaasti vapaaehtoisuuden merkitystä erityisesti siinä minkä palveluntarjoajan paveluja yksilö käyttää tai minkä yhteisön jäseneksi yksilö liittyy. Esimerkkinä vaihtoehtoiset "oikeusjärjestelmät".

Toisaalta käytännössä yhteisöjen/yritysten sisällä tapahtuu koersiota:

Again it should be emphasized that these rules were voluntary, though coercion was used within the organization to enforce them..

Anderssonin perusväite on selkeä ja uskoakseni allekirjoitettavissa:

it appears in the absence of formal government, that the Western frontier was not as wild as legend would have us believe. The market did provide protection and arbitration agencies that functioned very effectively, either as a complete replacement for formal government or as a supplement to that government. However, the same desire for power that creates problems in government also seemed to create difficulties at times in the West. All was not peaceful.

Anderssonin johtopäätös on että tietyissä olosuhteissa, missä väestön kulttuuriset käsitykset esimerkiksi omistusoikeudesta ovat samankaltaiset, anarkokapitalismi voi toimia:

It does seem, for the time period and the geographical area which we are examining, that there was a distribution of rights which was accepted either because of general agreement to some basic precepts of natural law or because the inhabitants of the American West came out of a society in which certain rights were defined and enforced.

Such a starting point is referred to as a Schelling point, a point of commonality that exists in the minds of the participants in some social situation.[9] Even in the absence of any enforcement mechanism, most members of Western society agreed that certain rights to use and control property existed. Thus when a miner argued that a placer claim was his because he "was there first," that claim carried more weight than if he claimed it simply because he was most powerful.


Anderssonin artikelin päätarkoitus ei ole kuvailla historiallista esimerkkiä vaan ratkaista ns. konstitutionalistien (=minimaalisen valtion kannattajien ?) ja anarkokapitalistien välinen ristiriita:

First, there is the empirical question of whether competition can actually provide the protection services. On the anarchocapitalist side, there is the belief that it can. ...

The second issue is more conceptual than empirical, and hence cannot be entirely resolved through observation. This issue centers on the question of how rights are determined in the first place; how do we get a starting point with all its status quo characteristics from which the game can be played.

Buchanan, a leading constitutionalist, criticizes Friedman and Rothbard, two leading private-property anarchists, because "they simply 'jump over' the whole set of issues involved in defining the rights of persons in the first place."[6] To the constitutionalist, the Lockean concept of mixing labor with resources to arrive at "natural rights" is not sufficient. The contractarian approach suggests that the starting point is determined by the initial bargaining process which results in the constitutional contract.

Kun en ole libertaari, en osaa ottaa tähän oikein kantaa, mutta arvostan Anderssonin tutkimuksen "kokeellista" luonnetta. Minua on kiusannut libertarismissa erityisesti loogisen päättelyn ylipainottaminen ja empiirisen metodologian äärimmäinen väheksyminen.

Minä olen, mutta minulla ei ole tuohon tekstiin juuri mitään lisättävää.

mutta arvostan Anderssonin tutkimuksen "kokeellista" luonnetta. Minua on kiusannut libertarismissa erityisesti loogisen päättelyn ylipainottaminen ja empiirisen metodologian äärimmäinen väheksyminen.

No nyt mentiin metsähallituksen puolelle. Empiriasta on valtavasti libertaareja tekstejä: Terveydenhuoltojärjestelmä, ammattiliitot, minimipalkat, inflaatio, tukiaiset, verotus, sääntely, IPR, valtion monopolit, protektionismi, ...

Uusi Seelanti, Hong Kong, Chile, ...

Muistan LS sinun itsesi puhuneen siihen tyyliin että itävaltalainen taloustiede ei ole mitään kokeellista tiedettä. Vaan perustaa loogiseen päättelyyn.

Kovasti tuntuu olevan asiasta epäselvyyttä Mises porukoissakin.

Case studyt ovat lisäksi eri asia kuin empiirinen metodologia. Mutta en voi toki väittää että tuntisin asiaa vielä 100%:sti.

Aivan. Tämä voi näyttää ulkopuoliselle sekavalta. [Suosittelen tuota Blockin kirjoitusta jossa hän selvitää asiaa.] Tässä on kolme asiaa joilla on niin sanotusti leikkaus: itävaltalainen prakseologia, thymologia ja austro-libertarismi. [Sekoitan vahingossa itsekin joskus näitä keskenään.]

Austrian economists, qua Austrian economists, or praxeologists, do not predict. Period. In what sense, then, am I putting together this list of Austrians who have predicted the housing bubble? It is in the sense that they predicted this phenomenon not as formal economists, or praxeologists, but, rather, in their role as thymologists, or economic historians [...]

So is it with praxeology and thymology. Knowledge of the former offers no guarantee of the latter; but, it surely helps. Praxeology is the science of (Austrian) economics. It gives us apodictically certain laws, or basic axioms, or synthetic a priori truths that need not be, indeed, cannot be, tested; they can only be (empirically) illustrated.

Another way of putting the matter is that praxeology is concerned with contrary-to-fact conditional statements that are incapable of being refuted. For example, a minimum wage law will raise unemployment higher than it otherwise would have been, had there been no such law; a rent control ordinance will reduce the quality and quantity of rental housing below the level that otherwise would have obtained. But will a minimum wage law necessarily result in more unemployment, or rent control in poorer housing? No: other things might have changed, to render these predictions incorrect. For example, Bill Gates might hire low skilled workers, in order to refute our analysis, or, wealth might increase, improving housing.

Why are praxeologists so tentative in their statements about real world conditions? It is because economic laws are predicated upon ceteris paribus conditions; A causes B, other things remaining the same. But, in the real world, other things cannot be relied upon to always remain constant. Therefore, predictions of the "A will necessarily lead to B" type are strictly prohibited. Instead, praxeologists, but not thymologists, must limit themselves to statements of the if-A then-B variety.

In sharp contrast, the thymologist or Austrian influenced economic historian labors under no such restrictions. He can go out on a limb, and make predictions about the future, which are of course subject to refutation.

Olen kaikkea muuta kuin "itävaltalainen", mutta tämä Peter Schiffin vuonna 2006 jossakin pankkiirikonferenssissa pitämä puhe teki minuun ison vaikutuksen. Monet ovat väittäneet ennustaneensa talouskriisin, mutta harva teki sen niin yksityiskohtia myöten paikkansapitävästi kuin Schiff, joka kuvailee häkellyttävän tarkasti, miten subprimeluotot ja niiden arvopaperistaminen tulevat väistämättä pistämään koko talousjärjestelmän paskaksi. Muut puhujat eivät millään tahdo uskoa Schiffin synkkää arviota; videon lopussa äänessä oleva yltiöoptimistinen tyyppi on kuin Keynesin "animal spiritsien" ruumiillistuma.

Schiff on asianmukaisesti mainittu Blockin listalla (Walter Block - Austrian Thymologists Who Predicted the Housing Bubble). Ensimmäiset päivämäärät Schiffistä tuolla listalla ovat vuodelta 2003.
